ROCK RAPIDS—A 27-year-old Harris man was arrested about 2:30 a.m. Saturday, Aug. 3, on charges of second-offense operating while under the influence and stopping on a traveled portion of the highway about a mile west of Rock Rapids.
The arrest of Philip John Lorch stemmed from a deputy finding a 2011 GMC Sierra K-1500 pickup parked in the intersection of Highway 75 and Garfield Avenue, according to the Lyon County Sheriff’s Office.
The deputy observed two males asleep in the vehicle.
When the deputy woke the two occupants, Lorch, who was in the driver’s seat, panicked and attempted to drive the pickup, but the deputy was able to turn the vehicle off and remove the keys, according to court documents.
Lorch had bloodshot, watery eyes and failed preliminary field sobriety tests, according to court records.
