HARTLEY—A 20-year-old Sioux Center man was arrested about 5:15 p.m. Saturday, May 1, near Hartley on charges of first-offense operating while under the influence, first-offense possession of alcohol under legal age, speeding and no valid driver’s license.

The arrest of Carlos Darine Martin-Sebastian stemmed from the stop of a 2011 Ford Taurus clocked at 67 mph on the 6200 mile of Highway 18 about three miles west of Hartley, according to the O’Brien County Sheriff’s Office.

Martin-Sebastian had bloodshot, watery eyes; impaired balance; and the odor of an alcoholic beverage and failed preliminary sobriety tests.

He also was in possession of alcoholic beverage containers, according to the incident report.
