ROCK VALLEY—A 35-year-old Rock Valley man was arrested Tuesday, May 26, on charges of domestic abuse assault — impeding flow of air/blood and false imprisonment.

The arrest of Ryan George Halma stemmed from him allegedly assaulting a household member by “impeding the normal breathing or circulation of the blood of another by applying pressure to the throat or neck of the other person,” according to a complaint filed by the Rock Valley Police Department.

The act “was intended to cause pain or injury” and “place another in fear of immediate physical contact which would be painful or injurious and intentionally confined a household member against the other’s will,” according to court documents.
