ROCK VALLEY—A 26-year-old Rock Valley man was arrested about 12:25 a.m. Sunday, Nov. 17, on charges of second-offense operating while under the influence, speeding, defective/unauthorized muffler system, fraudulent use of registration and failure to provide proof a vehicle insurance.
The arrest of Jess Dale Eppinga stemmed from the stop of a 1998 Chevrolet K-1500 for excessive speed and loud exhaust on the 2700 block of 14th Street in Rock Valley, according to the Rock Valley Police Department.
Eppinga had bloodshot, watery eyes; the odor of an alcoholic beverage; and slurred speech; and failed preliminary field sobriety tests, according to court documents.
He admitted to consuming five Coors Light beers before driving his pickup from Doon.
Eppinga also admitted the license plates on the pickup were from another vehicle he owned.
