ARCHER—A 40-year-old Primghar man was arrested about 1 a.m. Monday, Sept. 14, near Archer on charges of first-offense operating while under the influence and driving while his license was denied, suspended, canceled or revoked.

The arrest of Howard Walter Fitzner stemmed from the stop of a 2000 Chrysler Town & Country on 370th Street west of Archer, according to the O’Brien County Sheriff’s Office.

Fitzner had bloodshot, watery eyes; impaired balance; slurred speech and the odor of an alcoholic beverage. He also failed preliminary sobriety tests, according to the incident report.
