ROCK RAPIDS—A 37-year-old South Dakota man faces his fifth charge of operating while under the influence after he was found passed out in his vehicle in Rock Rapids on Wednesday evening, July 24.
The Lyon County Sheriff’s Office reported receiving a call about 7:10 p.m. regarding a vehicle stopped at the intersection of Second Avenue and Greene Street north of downtown with the driver hunched over.
A responding deputy had to bang on the window of the vehicle, a 2005 Buick Century, to wake the driver, Mathew Harold Hollister of Sioux Falls, SD. The car still was in drive.
The deputy reported Hollister “was very confused and disoriented” and thought he was in South Dakota.
He was found to be in possession of Dust-Off and admitted to consuming it while at the intersection, according to court documents.
Hollister previously had been convicted of OWI charges in 2011, 2016 and twice in 2018.
He was arrested on a charge of OWI again and possession of drug paraphernalia and cited for failure to have a valid driver’s license and stopping on a paved part of the highway.
