HARTLEY—A 37-year-old Marathon man was arrested about 3:20 p.m. Friday, Nov. 15, on charges of first-offense operating while under the influence, failure to use seat belts and failure to provide proof of vehicle insurance in Hartley.

The arrest of Jeremy Lee Rink stemmed from the stop of a 1999 Chevrolet Venture when a trooper noticed he was driving while not wearing his seat belt at the intersection of Highway 18 and Eighth Street in Hartley, according to the Iowa State Patrol.

Rink had watery eyes, impaired balance and failed preliminary field sobriety tests, according to court documents.
