HAWARDEN—A 58-year-old Alcester, SD, man was arrested early Friday morning, Nov. 20, in Hawarden on charges of interference with official acts and fifth-degree criminal mischief.
The arrest of Thomas Quesne Pheanis stemmed from a request to assist South Dakota Game, Fish & Parks personnel after they had detained Pheanis for operating while under the influence, according to the Hawarden Police Department.
The Hawarden police officer obtained a search warrant seeking a blood sample.
Pheanis refused to adhere to the court order, stating he would become violent if any attempt was made to obtain it, according to the incident report.
It was discovered upon arrival at Sioux County Jail in Orange City that Pheanis had relieved himself in the police vehicle during transportation.
