ROCK VALLEY—A 38-year-old Hull man was arrested about 1:50 p.m. Saturday, Sept. 18, near Rock Valley on a charge of first-offense operating while under the influence, possession of an open container of alcohol as a driver and no valid driver’s license.

The arrest of Samuel Robert Dean stemmed from the stop of a westbound 2003 BMW X5 for an equipment violation at the intersection of Highway 18 and Goldfinch Avenue, about three miles east of Rock Valley, according to the Iowa State Patrol.

The trooper observed an open container of alcohol behind the center console and detected the odor of an alcoholic beverage.

Dean had bloodshot, watery eyes; impaired balance and the odor of an alcoholic beverage and failed preliminary sobriety tests, according to the incident report.
