HARTLEY—A 59-year-old Hartley man was arrested about 3:50 a.m. Wednesday, Nov. 6, on a charge of possession of a controlled substance — marijuana — for a third or subsequent offense.
The arrest of William Glenn Collins Sr. stemmed from the stop of a 1988 Ford F-150 for failure to use a turn signal when making a left-hand turn from Vine Avenue onto Highway 18 on the west edge of Hartley, according to the O’Brien County Sheriff’s Office.
The deputy reported smelling the strong odor of marijuana coming from the vehicle as soon as Collins rolled down the window.
Collins also admitted to smoking marijuana right before he started to drive, according to court documents.
As Collins was being placed under arrest he reached into his left coat pocket and handed the deputy a small baggy of marijuana.
A charge of operating while under the influence is pending results of testing of an urine sample, according to authorities.
