ROCK RAPIDS—A 47-year-old Sioux Falls, SD, man was arrested about 4:45 a.m. Sunday, July 25, near Rock Rapids on a charge of second-offense operating while under the influence.
The arrest of Scott J. Walters stemmed from a call that a vehicle had struck a cow on Highway 9 about seven miles east of Rock Rapids, according to the Lyon County Sheriff’s Office.
A deputy determined Walters hit a cow with his 1999 Ford F-150 pickup. The animal was found dead on the shoulder of the road and the vehicle was totaled.
Walters exhibited physical indicators of being impaired and admitted to consuming alcohol, according to the incident report.
Walters failed a breath test and was transported to the county jail where he provided a blood alcohol level over the legal limit.
