ALTON—A 49-year-old Blair, NE, man was arrested about 2:25 p.m. Saturday, Sept. 19, in Alton on a charge of second-offense operating while under the influence.
The arrest of Duane David Brouillard stemmed from a report about a potential drunken driver who almost hit a child on a moped, according to the Orange City Police Department.
The investigating officer observed Brouillard drive through a stop sign on East Division Street, according to the incident report.
Brouillard had bloodshot, watery eyes; impaired balance; slurred speech and the odor of an alcoholic beverage. He also failed preliminary sobriety tests, according to the incident report.
